It seems difficult to comment when the last two winters have been so unusual.

I note that Cambridge's rainfall is pretty much constant through the year, and if anything it is wettest in August. It's also one of the driest parts of Northern Europe. http://www.viridis.net/cubg/rain.html

It's not damp as in lots of rain, it's damp as in clammy and drizzly.

That also rather boggled me, given Cambridge is notably dry. I was also amused by it thinking of late March as winter!

It's damp and cold enough in winter to make me miserable, regardless of how it compares with other UK locations!

Cambridge in summer: damp, also so much pollen and stuff that I am sensitized to from childhood that I can't breathe.

Cambridge in winter: cold and miserable and somewhat damp (though it doesn't rain as much as winter in most of England.)

I wouldn't know about the summer, since I've never lived there during the summer.
